COVID-19 Quarantine Compensation Policy Expires on May 15th
During COVID-19, Okland has been following its quarantine compensation policy. The current policy has allowed for hourly workers, under certain conditions, to receive 50% of their regular wages while quarantined. We are currently seeing very few, if any, COVID-19 cases on our projects. This is due to a host of reasons, including consistent masks wearing, distancing, and the fact that community vaccination rates and case counts continue to trend dramatically in the right direction. Thank you, again, for your efforts over the past year that have helped Okland get to this point.
For these reasons, Okland’s quarantine compensation policy will end on May 15, 2021. In other words, any hourly employees who are required to quarantine after May 15th will not be compensated while they are quarantined unless they apply accrued PTO. Superintendents have already been informed of this update and are in the process of letting our craft workers know. Please don’t hesitate to contact Josh Lockhart with any questions.

As many of you may know, the CDC recently revised its guidelines by reducing the amount of time it recommends for employees to stay away from work after they have become exposed to someone who has tested positive for COVID-19. Up until that announcement on December 2nd, the CDC, as well as most local health departments, recommended that such employee be quarantined for 14 days. Last week, the local health departments in our primary markets---Utah, Arizona, and Idaho---adopted the CDC’s revised guidelines. We have revised Okland’s COVID-19 Policy & Guidelines to reflect these recent changes. In sum, there are now two possible quarantine periods for those who have had close contact with someone who tested positive. The amount of time one is quarantined depends on whether the close contact has tested negative. Specifically, a quarantined close contact cannot return to the site or office until:
10 days from the last day he or she was exposed to the COVID-positive person and has had no symptoms during those 10 days; or
7 days after the last day he or she was exposed to the COVID-positive person, but only if he or she has a negative test result and has had no symptoms during those 7 days.
The revised policy can be found below in English and Spanish.
Our HR Team will continue to work with those who have been exposed to COVID-19, as well as their supervisors, to determine which of these quarantine periods applies to them. If you have any questions about this revision to Okland’s policy, please do not hesitate to contact your HR representative.

As the states and cities in which we operate began to reopen, we have updated our policies and guidelines to take into account many of the changes that have come as a part of a state’s or local government’s reopening efforts.
Return to Office Schedule
To the extent allowed by local governments, Okland is welcoming back or preparing to welcome back more employees to its three main offices (Salt Lake City, Tempe, and Boise). The following graphics illustrate our schedule and plans to reopen.

PROJECT TEMPERATURE SCREENING
At Okland, we are working to ensure that workers, including Okland employees, have their temperatures taken when they first enter the worksite each day. This additional measure of protection has been applied on all Okland projects to give our employees, trade partners, and communities even more confidence that Okland continues to find new and effective ways to limit the spread of COVID-19.

We are grateful for feedback we received since we announced our COVID-19 mask policy. It has led to improvements of the policy. I’ve attached a revised graphic that shows all available options, including options when fogging occurs while wearing a cloth mask. We are confident that following this new policy will improve even more what we’re already doing to stay safe and healthy on our projects during this COVID-19 emergency.

Starting today, we will apply a new COVID-19 mask policy to our projects. The detailed policy is attached. Also attached is a document showing visual examples of the policy. This new policy is a result of two recent developments.
First, the insightful feedback we received through your questions during our companywide call last week. It was clear from your questions, that we need a safe solution for our field employees who must work closely together to perform certain tasks reasonably and safely. Our policy provides those employees with two alternatives.
Second, the CDC announced late Friday that it is now recommending people wear cloth masks while in public. The details are in the attached policy. In short, all individuals onsite, including our trade partners, should start wearing cloth masks immediately. It will become a requirement on all projects beginning on April 13th.
We are grateful for your insights and questions last week, and for the CDC’s additional guidance on Friday that leads to additional measures that will help protect our people. We hope that these new solutions and recommendations will add to the many things you are all doing to keep our people, communities, and projects healthy and safe.

During our companywide call last Tuesday, many of you had questions about how to perform construction work that cannot be done reasonably and safely while maintaining proper social distance (6’ from others). Okland’s operations team went to work to identify some solutions for such tasks and have summarized those solutions in the following document. We hope these solutions are helpful as you continue to work to keep yourselves and others safe and healthy on our projects.

We continue to think and implement better ways to protect our people and projects from the spread of COVID-19. Beginning immediately, all COVID-19 Prevention signage shall be replaced with the revised version. There will be more permanent posters provided to jobsites later this week or early next. They set forth eight major preventative measures we must all do on Okland projects. There is also a space to add additional measures that are required by a particular project team/owner or AHJ. COVID-19 Government Checks to Individuals and Families for COVID-19 Economic Impact
As you may know, the federal government will be issuing soon COVID-19 economic impact payments to individuals and families. COVID-19 Water Policy: Both Okland and each Trade Partner are doing their best to provide bottled water for all workers during this COVID-19 pandemic. At times, however, bottled water supplies are low on some of our projects. In an effort to ensure workers are properly hydrated regardless of bottled water supply---optimally, each should drink one gallon of water per day---please instruct each worker to bring their own water from their house each day stored in a thermos or other suitable container. Such container could include something as simple as a plastic gallon jug previously used for milk (it must be relabeled “water”). Regardless of the container, it must have your name written largely and boldly on it. And, DO NOT share containers with other workers, as it increases the risk of spreading illnesses, including COVID-19. We will continue to do our best to source bottled water and have it available, but please have your workers bring their own water in the meantime.

ELEVATOR AND MAN/MATERIAL HOISTS BEHAVIOR DURING COVID-19
ISSUE: Under normal conditions, project elevators or man/material hoists contain a handful of workers going up and down all day in roughly a 6X6 space.
SOLUTION: During the COVID-19 pandemic, elevators on Okland projects may only be used for heavy/large tools or materials. The elevator operator, of course, may be in the elevator. For those elevators without an operator, only one person at a time may be in the elevator, but only if he or she is transporting heavy/large tools or materials.
For our man/material hoists that would allow for 6’ separation (which should be many of them), one other worker may be in the hoist with our operator ONLY IF that person is positioned 6’ away (e.g. on the other side of the car). If that hoist does not allow for 6’ separation, then same requirement as the elevator.
There are no exceptions until governmental recommendations are lessened re 6’ separation, unless provided by an Okland Regional Safety Director.
We will have signage available to project teams soon that it can post near/in each elevator or man/material hoists.

First, please ensure this flier (available on The YARD) is posted on each trailer door and write the number of people that each trailer space can manage while comfortably maintaining six feet of separation---that will become the rule for that particular trailer. To the extent that an essential gathering exceeds the written number and consists of 10 or fewer people, you must find another location, preferably outside, to conduct the meeting.
Second, please post this flier throughout your job to ensure workers remember to stay six feet apart whenever reasonably possible. This flier, too, is on The YARD.

Thanks, again, for everyone’s hard work in responding to all that is happening. Our employees, project owners, trade partners, and others are doing remarkable things. Here are a few short updates:
Earthquake Info Removed: We’ve removed the Utah earthquake information from this update page, now that those issues appear to be behind us.
New Huddle Direction: To the extent a project team strongly believes that huddles continue to be necessary on your project, huddles shall include no more than 10 people so long as each person can maintain six feet of separation.
Social Separation: Redouble your efforts to ensure six feet of social separation in the trailer and on the project.
We will send soon signage for the exterior of trailer doors that will provide that trailer capacity is limited to a certain number of people (depending on trailer space).
We hope to provide some short tutorial videos demonstrating how Okland concrete crews can apply CDC guidelines while performing their work.
Gang-box talks must be done with the proper social separation (six feet distance). If you see crews huddle around gang-boxes without such separation, remind them to respect the rules.
Pre-task Plans should include how the task can be performed while following the CDC guidelines, including six feet of separation.
Clean the Trailer: Please ensure that you are routinely cleaning the trailer. There are resources in these updates that provide guidance on how to clean safely.

Okland Response to President’s Coronavirus Guidelines for America (announced this afternoon -- 3/16)---10 Person Gatherings
As you may know, the CDC and President Trump issued its most recent guidelines to slow the spread of the coronavirus. Among other things, President Trump recommended that we should “avoid social gatherings in groups of more than 10 people.” We continue to monitor how this pandemic affects the health and safety of our employees. For now, Okland’s projects will remain open, subject to the policy and guidance set forth in Okland’s most recent “Okland COVID-19 Policy and Guidance,” which is found in the post just below this one. Since the CDC and President Trump’s guideline focuses on “social” gatherings, we are not implementing a 10-person gathering limit on our projects. Nonetheless, please work to meet in smaller groups, when meeting is necessary.
With regard to huddles, and despite huddles not being a social gathering, we have revised our policy below to account for anticipated concerns about gatherings of 50 people. In short, discretion is given to each project team to determine what size of foreman huddles, if any, is appropriate. That same discretion allows a project team to forego huddles temporarily and coordinate in other ways that will allow the project to continue to be effective. Please work with your director to determine the best approach for your project.
Please also continue to follow the CDC guidelines concerning hygiene and social interaction and separation. If you have any questions, please don’t hesitate to discuss them with your director.
